Role Overview
AGRA seeks a Program Officer – Inclusive Finance and BDS to support the implementation of financial and business development models under the RE-GAIN program. The role involves working closely with financial institutions, MSMEs, agribusinesses, and policymakers to improve smallholder farmers’ access to finance and business services.
Key Responsibilities
- Implement access to finance models for smallholder farmers and MSMEs within the RE-GAIN program.
- Champion and support multi-partite contracts involving financial institutions, agribusinesses, and farmers.
- Ensure efficient use of smart subsidies to maximize value for money.
- Develop and support business development programs to improve MSME bankability.
- Identify and assess agricultural finance solutions for MSMEs in postharvest management.
- Monitor and analyze the cost-benefit of FL-RS adoption for farmers and agribusinesses.
- Troubleshoot and scale innovative financial solutions for youth and women-led agribusinesses.
- Strengthen linkages between financial service providers and agribusiness stakeholders.
- Integrate program partners’ performance into AGRA’s Agri SME performance monitoring systems.
- Develop knowledge-sharing products and events to position AGRA’s blended finance initiatives.
- Represent AGRA in events, networks, and policy discussions related to agribusiness finance.
- Support implementing partners in collecting relevant data for impact measurement.
- Contribute to program reports, activity planning, and budget management.
Qualifications & Experience
Academic Qualification
- Advanced degree in Finance, Economics, Business, or a related field.
Experience & Technical Competencies
- Experience in blended agricultural finance, working with financial service providers, DFIs, and fintechs.
- Proven track record in designing agricultural finance programs in both private and public sectors.
- Strong ability to engage financial ecosystem stakeholders and develop inclusive finance solutions.
- Understanding of digital finance, trade finance, supplier finance, and climate finance.
- Experience working with MSMEs, cooperatives, and youth-led agribusinesses.
- Knowledge of agricultural value chains, market access, and postharvest management.
- Familiarity with gender and social inclusion challenges in agricultural finance.
Skills & Competencies
- Strong skills in program development, policy analysis, and project management.
- Excellent communication and negotiation skills.
- Ability to facilitate stakeholder engagement and multi-stakeholder collaborations.
- Analytical mindset with experience in cost-benefit analysis and business case development.
- Fluency in English is required; proficiency in French is an added advantage.
