The Position
The Head – Program Management Unit REGAIN will oversee the management, coordination, and implementation of the Green Climate Fund (GCF) program across AGRA’s target countries. This role requires a highly skilled leader with expertise in agriculture, climate resilience, stakeholder engagement, and large-scale program management.
The selected candidate will be responsible for ensuring program success by aligning implementation strategies with AGRA’s broader food system transformation goals. The role involves managing budgets, ensuring compliance, developing partnerships, and reporting on program progress.
Key Duties and Responsibilities
1. Leadership, Planning & Program Alignment
- Develop and execute a comprehensive program strategy in line with AGRA’s objectives.
- Lead the development of an annual integrated work plan with government ministries and stakeholders.
- Coordinate country-level interventions and facilitate collaboration between AGRA and development partners.
- Serve as the focal point for the REGAIN program, engaging with governments, partners, and country teams.
2. Program Quality & Compliance
- Ensure program activities align with climate resilience, sustainability, and post-harvest loss reduction.
- Monitor and enforce compliance with environmental regulations and best practices.
- Provide training on gender sensitivity, safeguarding, and environmental sustainability.
- Lead high-quality program planning, implementation, and reporting under GCF’s Funding Agreement.
3. Portfolio Oversight & Risk Management
- Track program performance, evaluate impact, and recommend improvements.
- Manage budgets, ensuring cost-effective resource allocation.
- Identify and mitigate program risks through proactive strategies.
- Establish and maintain strong partnerships with governments, donors, and private sector actors.
4. Stakeholder Engagement & Knowledge Sharing
- Engage with policy-makers, private sector partners, and research institutions to promote agricultural transformation.
- Advocate for scalable climate-smart agricultural models and mobilize additional funding.
- Collaborate with experts in climate resilience, food loss reduction, and agricultural innovations.
- Design and implement training programs for local stakeholders in sustainable post-harvest practices.
Key Qualifications and Experience Required
- Bachelor’s or Advanced Degree in International Development, Climate Change, Environmental Science, Agriculture, or related field.
- Master’s or PhD in relevant fields is an added advantage.
- Certification in Project Management is a plus.
- Proven experience managing multi-country, donor-funded programs.
- Strong stakeholder engagement skills, particularly in government, private sector, and development agencies.
- Experience in resource mobilization and donor relationship management.
- Knowledge of regional agricultural trade, market linkages, and financing models for smallholder farmers.
- Expertise in climate-smart agriculture, post-harvest loss reduction, and food systems resilience.
- Strong leadership and team management abilities.
